A BILL TO BE ENTITLED

AN ACT to allow the city of CLINTON to use the design-build method of construction.

The General Assembly of North Carolina enacts:

SECTION 1. Notwithstanding G.S. 143-128, 143-129, 143-131, 143-132, 143-64.31, and 143-64.32, the City of Clinton may use the design-build method of construction for any road, water, sewer, sidewalk, public facility, and any other public infrastructure. The City shall solicit at least two design-build teams to bid the project and shall receive at least two sealed proposals from those teams for the project. The City shall interview at least two of the design-build teams that submit proposals. The City shall award the contract to the best qualified team, taking into consideration in its selection the time of completion of the project, compliance with the provisions of G.S. 143-128.2, and the cost of the project.

SECTION 2.  This act applies only to (i) the expansion and renovation of the Bellamy Recreation Center and (ii) the expansion and renovation of the Clinton Public Works 14 Facility.

SECTION 3.  This act is effective when it becomes law.
