HOUSE BILL 339

 

AN ACT TO AMEND THE MONETARY LIMITS FOR PURPOSES OF COMPLYING WITH FORMAL BIDDING REQUIREMENTS BY THE CITY OF GREENSBORO AND TO ALLOW ALAMANCE COUNTY TO ENTER INTO CONTRACTS TO REPAIR THE ALAMANCE COUNTY COURTHOUSE.

 

The General Assembly of North Carolina enacts:

 

Section 1.  The first sentence of G.S. 143-129 is amended to read:

"No construction or repair work requiring the estimated expenditure of public money in an amount equal to or more than two hundred thousand dollars ($200,000) for street construction or repair and appurtenances connected therewith, or in an amount equal to or more than seventy-five thousand dollars ($75,000) for other construction or repair work, or purchase of apparatus, supplies, materials, or equipment requiring an estimated expenditure of public money in an amount equal to or more than thirty thousand dollars ($30,000), except in cases of group purchases made by hospitals through a competitive bidding purchasing program or in cases of special emergency involving the health and safety of the people or their property, shall be performed, nor shall any contract be awarded therefor, by any board or governing body of the State, or of any institution of State government, or of any county, city, town or other subdivision of the State, unless the provisions of this section are complied with."

Sec. 2.  Sections 1 and 2 of Chapter 53, Session Laws of 1987, are repealed.

Sec. 3.  Notwithstanding the provisions of G.S. 143-128, 143-129, 143-131, and 143-132, the Alamance County may enter into contracts for the repair of the Alamance County Courthouse in the manner and upon the terms and conditions the County deems appropriate.

Sec. 4.  Sections 1 and 2 of this act apply only to the City of Greensboro.  Section 3 of this act applies only to Alamance County.

Sec. 5.  This act is effective upon ratification and shall expire on June 30, 1995.
