A BILL TO BE ENTITLED

AN ACT to APPROPRIATE funds to certain community colleges and Constituent institutions of the university of north carolina to offer apprenticeship programs, internships, and clinical practice programs leading to certification and licensure in certain top growing career areas.

The General Assembly of North Carolina enacts:

SECTION 1.  There is appropriated from the General Fund to the Community Colleges System Office the sum of six hundred thousand dollars ($600,000) for the 2018‑2019 fiscal year to be allocated in an amount of seventy‑five thousand dollars ($75,000) for each of the following community colleges: Beaufort County Community College, College of The Albemarle, Edgecombe Community College, Halifax Community College, Martin Community College, Roanoke‑Chowan Community College, Vance‑Granville Community College, and Wilson Community College. The funds shall be used by the community colleges to establish or expand upon registered apprenticeship programs recognized by the United States Department of Labor offered at those community colleges that lead to industry certification or licensure in the following top growing career areas:

(1)        Solar photovoltaic installers.

(2)        Wind turbine service technicians.

(3)        Home health aides.

(4)        Personal care aides.

(5)        Physical therapist assistants.

(6)        Software and application developers.

SECTION 2.  There is appropriated from the General Fund to the Board of Governors of The University of North Carolina for the 2018‑2019 fiscal year the sum of two hundred thousand dollars ($200,000) to be allocated to Elizabeth City State University to establish or expand upon registered apprenticeship, internship, and clinical programs that lead to certification or licensure in the following top growing career areas:

(1)        Wind turbine service technicians.

(2)        Mathematicians.

(3)        Statisticians.

SECTION 3.  There is appropriated from the General Fund to the Board of Governors of The University of North Carolina for the 2018‑2019 fiscal year the sum of two hundred thousand dollars ($200,000) to be allocated to East Carolina University to establish or expand upon registered apprenticeship, internship, and clinical programs that lead to certification or licensure in the following top growing career areas:

(1)        Physician assistants.

(2)        Nurse practitioners.

(3)        Physical therapist assistants.

SECTION 4.  This act becomes effective July 1, 2018.
