A BILL TO BE ENTITLED

AN ACT to direct the joint legislative education oversight committee to study any minimal changes required to the school performance grade system that may be necessary to comply with the requirements of the every student succeeds act.

The General Assembly of North Carolina enacts:

SECTION 1.  The Joint Legislative Education Oversight Committee shall study the impact of the Elementary and Secondary Education Act of 1965, 20 U.S.C. § 6301, et seq., as amended by the Every Student Succeeds Act (ESSA), P.L. 114‑95, on the State's system of assessment of student performance and the requirements of the annual school report card awarded by the State Board of Education for each North Carolina public school in accordance with G.S. 115C‑12(9)c1., including the calculation of school scores and grades by the State Board of Education for the annual school report card pursuant to G.S. 115C‑83.15. Based on the results of the study, the Committee shall make recommendations on the minimal statutory changes necessary for the State to comply with ESSA for federal student accountability reporting purposes. The recommendations shall include that any necessary changes to the calculation of scores and grades to comply with ESSA continue to provide that student proficiency is the primary indicator of school performance.

SECTION 2.  The Joint Legislative Education Oversight Committee shall report the results of the study required by Section 1 of this act, including recommendations for any proposed legislative changes, upon the convening of the 2018 Regular Session of the 2017 General Assembly.

SECTION 3.  This act is effective when it becomes law.
