A BILL TO BE ENTITLED

AN ACT TO EXPRESS THE SUPPORT OF THE gENERAL aSSEMBLY fOR MULTIPLE RECESS PERIODS for public schools located in LINCOLN COUNTY.

Whereas, the Robert Wood Johnson Foundation states that principals nationwide report recess to have a substantial positive impact on students' learning experience; and

Whereas, certain findings support that elementary school children learn better when given at least one recess period; and

Whereas, at least one elementary school observed improved test scores after providing first graders with four 15‑minute recess periods; and

Whereas, G.S. 115C‑84.2 permits flexibility for local boards of education to structure the school day in their local school administrative units according to their local needs; and

Whereas, Article 14A of Chapter 115C of the General Statutes permits charter school boards to structure the school day in their charter schools according to their charter school's needs; and

Whereas, certain fourth grade students of Lincoln Charter School have voiced a preference to extend the school day by 10 minutes in order to accommodate two 20‑minute recess periods in lieu of one 30‑minute recess period; Now, therefore,

The General Assembly of North Carolina enacts:

SECTION 1.  The General Assembly supports the Lincoln County Board of Education using the flexibility within G.S. 115C‑84.2 or a charter school located in Lincoln County using the flexibility within Article 14A of Chapter 115C of the General Statutes to minimally extend the school day in order to have multiple shorter recess periods.

SECTION 2.  This act applies only to Lincoln County.

SECTION 3.  This act is effective when it becomes law.
