A BILL TO BE ENTITLED

AN ACT to appropriate state funds and federal funds under the temporary assistance to needy families (TANF) block grant for boys and girls clubs.

The General Assembly of North Carolina enacts:

SECTION 1.  There is appropriated from the General Fund and from federal Temporary Assistance to Needy Families (TANF) Block Grant funds received for the fiscal year ending June 30, 2017, the sum of five million dollars ($5,000,000) to the Department of Health and Human Services. These funds shall be used to make grants for approved new Boys and Girls Clubs programs in tier one and tier two counties across the State in order to implement programs that improve the motivation, performance, and self‑esteem of youth and to implement other initiatives that would be expected to reduce school dropout and teen pregnancy rates. The Department shall encourage and facilitate collaboration between the Boys and Girls Clubs and Support Our Students, Communities in Schools, and similar programs to submit joint applications for the funds, if appropriate. For purposes of this section, tier one and tier two counties shall have the same designations as those established by the N.C. Department of Commerce's 2017 County Tier Designations.

SECTION 2.  This act becomes effective July 1, 2017.
