Short Title:      Life Changing Experiences School Pilot.

A BILL TO BE ENTITLED

AN ACT to appropriate funds for the life changing experiences community education project pilot program.

The General Assembly of North Carolina enacts:

SECTION 1.(a)  There is appropriated from the General Fund to the Department of Public Instruction the sum of three hundred eight thousand dollars ($308,000) for the 2017‑2018 fiscal year and the sum of three hundred eight thousand dollars ($308,000) for the 2018‑2019 fiscal year for use by the Children and Parent Resource Group, Inc., to establish a two‑year pilot program, beginning with the 2017‑2018 school year and ending with the 2018‑2019 school year. The purpose of the pilot program is to administer the Life Changing Experiences Community Education Project (Project) for students in grades six through 11 in the following local school administrative units: Pitt County Schools, Wayne County Schools, and Winston‑Salem/Forsyth County Schools. Funds made available to the Children and Parent Resource Group, Inc., shall be used to implement the Project in the local school administrative units, which consists of traveling three‑dimensional, interactive, holistic, and evidence‑based multimedia education in‑school programs. The Project includes theme‑specific programs screened as school assemblies and additional follow‑up applications that address dangerous life and community threatening activities that negatively impact teenagers, including alcohol and other drugs, dangerous driving, endangerment of the environment, violence, and bullying. The programs increase positive intentions and behavioral outcomes by teaching students the techniques and skills that empower them to reach meaningful life goals, employ positive behaviors, and start businesses and social enterprises. State funds shall only be used to operate and administer the pilot program.

SECTION 1.(b)  The Children and Parent Resource Group, Inc., shall submit an initial report by March 1, 2018, and a final report by March 1, 2019, to the Joint Legislative Education Oversight Committee and the Fiscal Research Division of the General Assembly on the pilot program, including an accounting of expenditures and student outcome data related to the operation of the pilot program.

SECTION 2.  This act becomes effective July 1, 2017.
