A BILL TO BE ENTITLED

AN ACT requiring municipalities in stanly county to obtain the consent of the stanly county board of commissioners prior to entering into a contract or memorandum of understanding with a county, municipality, special district, or other unit of local government THAT is located wholly or primarily outside stanly county.

The General Assembly of North Carolina enacts:

SECTION 1.  A municipality shall obtain the approval of the board of commissioners of the county in which the municipality is located prior to entering into, renewing, or amending a contract or memorandum of understanding with a county, municipality, special district, or other unit of local government that is located wholly or primarily outside the county in which the municipality is located.

SECTION 2.  This act applies to municipalities located in the following county:  Stanly.

SECTION 3.  This act is effective when it becomes law and applies to contracts and memoranda of understanding and the renewal or amendment of contracts and memoranda of understanding executed on or after that date.
