AN ACT to appoint persons to various public OFFICES upon the recommendation of THE speaker of the house of representatives and the president pro tempore of the senate.

 

Whereas, G.S. 120‑121 authorizes the General Assembly to make certain appointments to public offices upon the recommendation of the Speaker of the House of Representatives and the President Pro Tempore of the Senate; and

Whereas, the Speaker of the House of Representatives and the President Pro Tempore have made recommendations; Now, therefore,

 

The General Assembly of North Carolina enacts:

 

PART I. SPEAKER'S RECOMMENDATIONS

SECTION 1.1.  Effective January 1, 2019, Michael Reitz of Chatham County, Cecil V. "Buddy" Martinette, Jr., of New Hanover County, and Sheriff J. D. Hartman of Davie County are appointed to the 911 Board for terms expiring on December 31, 2021.

SECTION 1.2.  Effective October 1, 2018, Lavonda Daniels of Durham County is appointed to the African‑American Heritage Commission for a term expiring on September 30, 2021.

SECTION 1.3.  Effective July 1, 2018, Thomas C. Hege of Davidson County is appointed to the North Carolina Agricultural Finance Authority for a term expiring on June 30, 2021.

SECTION 1.4.  Effective July 1, 2018, Stephen H. Wheeler of Cumberland County and James Crabtree of Guilford County are appointed to the Alarm Systems Licensing Board for terms expiring on June 30, 2021.

SECTION 1.5.  Effective July 1, 2018, the Honorable Larry B. Harris of Buncombe County is appointed to the North Carolina Arboretum Board of Directors for a term expiring on June 30, 2022.

SECTION 1.6.  Martin H. Baker of Alamance County is appointed to the North Carolina Board of Athletic Trainer Examiners for a term expiring on July 31, 2020, to fill the unexpired term of Carrie Rubertino Shearer.

SECTION 1.7.  Effective July 1, 2018, Kirby J. Robinson of Forsyth County is appointed to the North Carolina State Building Commission for a term expiring on June 30, 2021.

SECTION 1.8.  Effective July 1, 2018, Brooke H. King of Wayne County, John Zachary Everhart of Carteret County, and Amelie F. Schoel of Union County are appointed to the North Carolina Childcare Commission for terms expiring on June 30, 2020.

SECTION 1.9.  Effective July 1, 2018, E. Greer Cawood of Forsyth County is appointed to the North Carolina Clean Water Management Trust Fund Board of Trustees for a term expiring on July 1, 2021.

SECTION 1.10.  Effective July 1, 2018, Robert M. High of New Hanover County is appointed to the North Carolina Coastal Resources Commission for a term expiring on June 30, 2022.

SECTION 1.11.  Effective July 1, 2018, Baldwin "Ray" Mitchell, Jr., of Wilson County is appointed to the North Carolina Board of Cosmetic Arts Examiners for a term expiring on June 30, 2021.

SECTION 1.12.  Effective July 1, 2018, Christina C. Wilson of Wake County is appointed to the North Carolina Board of Dietetics/Nutrition for a term expiring on June 30, 2021.

SECTION 1.13.  Effective July 1, 2018, Tyler B. Morris of Wake County and Brandon Gosey of Rutherford County are appointed to the Disciplinary Hearing Commission of the North Carolina State Bar for terms expiring on June 30, 2021.

SECTION 1.14.  Effective October 1, 2018, Laura B. Isley of Wake County is appointed to the Dispute Resolution Commission for a term expiring on September 30, 2021.

SECTION 1.15.  Effective September 1, 2018, the Honorable Phillip E. Coates of Nash County, Tiffany Bell of Buncombe County, Dawn L. "Kriquette" Davis of Wayne County, Mary Catherine Stevens of Surry County, Sheriff Hans J. Miller of Onslow County, and Vickie S. Pait of Columbus County are appointed to the Domestic Violence Commission for terms expiring on August 31, 2020.

SECTION 1.16.  Effective December 1, 2018, Russell L. Proctor, III, of Nash County is appointed to the Economic Investment Committee for a term expiring on November 30, 2020.

SECTION 1.17.  George H. Pettus of Buncombe County is appointed to the Environmental Management Commission for a term expiring on June 30, 2019, to fill the unexpired term of Clyde E. Smith.

SECTION 1.18.  Effective October 1, 2018, Dr. Stacey R. Watkins‑Griffith of Rutherford County and Russell E. Williams of Rowan County are appointed to the North Carolina State Board of Examiners of Fee‑Based Practicing Pastoral Counselors for terms expiring on September 30, 2020.

SECTION 1.19.  Effective July 1, 2018, Bradford T. Smith of Brunswick County is appointed to the Ferry Transportation Authority for a term expiring on June 30, 2021.

SECTION 1.20.  Effective September 1, 2018, Dan W. Kornelis of Forsyth County, Roger L. Earnhardt of Wake County, Scott Dedman of Buncombe County, Brian Coyle of Wake County, and Melody Smith of Wake County are appointed to the North Carolina Housing Partnership for terms expiring on August 31, 2021.

SECTION 1.21.  Effective July 1, 2018, Wanda Burns‑Ramsey of Johnston County is appointed to the North Carolina State Commission on Indian Affairs for a term expiring on June 30, 2020.

SECTION 1.22.  Effective July 1, 2018, Sheriff James T. "Tim" Manning of Martin County is appointed to the North Carolina Industrial Hemp Commission for a term expiring on June 30, 2022.

SECTION 1.23.  Effective October 1, 2018, Jeffrey M. Edwards of Granville County is appointed to the North Carolina Irrigation Contractors' Licensing Board for a term expiring on September 30, 2021.

SECTION 1.24.  Effective August 1, 2018, Chad V. MacAvery of Carteret County is appointed to the North Carolina Landscape Contractors' Licensing Board for a term expiring on July 31, 2021.

SECTION 1.25.  Effective January 1, 2018, Michael A. Tramber of Forsyth County, Raymond Riordan of Wake County, Tammy B. Owens of Wake County, and Joe M. Cabaleiro, R.Ph., of Wake County are appointed to the License to Give Trust Fund Commission for terms expiring on December 31, 2020.

SECTION 1.26.(a)  Michael Todd Going, II, of Alamance County is appointed to the North Carolina Locksmith Licensing Board for a term expiring on December 31, 2019, to fill the unexpired term of Paul Michael Williams.

SECTION 1.26.(b)  Effective January 1, 2019, Deborah M. Atkinson of Wake County is appointed to the North Carolina Locksmith Licensing Board for a term expiring on December 31, 2021.

SECTION 1.27.  Effective September 1, 2018, Nicholas J. Picerno of Moore County is appointed to the North Carolina Lottery Commission for a term expiring on August 31, 2023.

SECTION 1.28.  Effective July 1, 2018, Ashley "Luke" Foster of Wake County, William B. "Bruce" McPherson of Columbus County, and Kenneth D. Smith of Mecklenburg County are appointed to the North Carolina Manufactured Housing Board for terms expiring on June 30, 2021.

SECTION 1.29.  Effective July 1, 2018, Rachel C. Goolsby of New Hanover County and Robert J. Reeves of Mecklenburg County are appointed to the North Carolina Board of Massage and Bodywork Therapy for terms expiring on June 30, 2021.

SECTION 1.30.  Effective July 1, 2018, Donald A. Hall of Pender County, Melissa A. Perrell of Forsyth County, and Dr. Toni Johnson of Pitt County are appointed to the Commission for Mental Health, Developmental Disabilities, and Substance Abuse Services for terms expiring on June 30, 2021.

SECTION 1.31.  Effective January 1, 2019, Johnny Hutchins of Cleveland County is appointed to the North Carolina Mining Commission for a term expiring on June 30, 2022.

SECTION 1.32.  Effective January 1, 2019, Robert "Chris" Reinhardt of Wake County is appointed to the North Carolina Oil and Gas Commission for a term expiring on December 31, 2022.

SECTION 1.33.  Effective July 1, 2018, Diana Rashash of Onslow County is appointed to the North Carolina On‑Site Wastewater Contractors and Inspectors Certification Board for a term expiring on June 30, 2021.

SECTION 1.34.  Effective October 1, 2018, M. S. "Brick" Brown, III, of Wake County and James A. Harrell, III, of Wake County are appointed to the Outdoor Heritage Council for terms expiring on September 30, 2022.

SECTION 1.35.  Effective July 1, 2018, Dr. Vinod K. Goel of Wake County is appointed to the North Carolina Parks and Recreation Authority for a term expiring on June 30, 2021.

SECTION 1.36.  Effective July 1, 2018, the Honorable Joy A. Jones of Johnston County is appointed to the Permanency Innovation Initiative Oversight Committee for a term expiring on June 30, 2021.

SECTION 1.37.  Effective July 1, 2018, Frank A. Stewart of Gaston County is appointed to the North Carolina State Ports Authority for a term expiring on June 30, 2020.

SECTION 1.38.  Effective July 1, 2018, David C. Arndt of Surry County, Gerald J. Stickl of Johnston County, Clyde Cook of Wake County, and Jerry D. Pitman of Forsyth County are appointed to the Private Protective Services Board for terms expiring on June 30, 2021.

SECTION 1.39.  Jacob F. "Jake" Alexander, III, of Rowan County is appointed to the North Carolina Railroad Company Board of Directors for a term expiring on June 30, 2019, to fill the unexpired term of Roy E. Carroll.

SECTION 1.40.  Effective November 1, 2018, Dr. Eric L. Olson of Durham County and Michael D. Nay of Forsyth County are appointed to the North Carolina Respiratory Care Board for terms expiring on October 31, 2021.

SECTION 1.41.  Effective July 1, 2018, Paul Powell of Guilford County and Jeanette K. Doran of Wake County are appointed to the Rules Review Commission for terms expiring on June 30, 2020.

SECTION 1.42.(a)  Effective July 1, 2018, Thomas S. Hester of Vance County and Darrell McCormick of Yadkin County are appointed to the Rural Infrastructure Authority for terms expiring on June 30, 2021.

SECTION 1.42.(b)  Joe D. Carpenter of Gaston County is appointed to the Rural Infrastructure Authority for a term expiring on June 30, 2019, to fill the unexpired term of Frank A. Stewart.

SECTION 1.43.  Effective July 1, 2018, Sheriff James "Alan" Norman of Cleveland County to the North Carolina Sheriffs' Education and Training Standards Commission for a term expiring on June 30, 2021.

SECTION 1.44.  Effective July 1, 2018, Dr. Donald L. Martin, Jr., of Forsyth County is appointed to the State Health Plan for Teachers and State Employees Board of Trustees for a term expiring on June 30, 2020.

SECTION 1.45.  Effective January 1, 2018, Captain John C. Mozingo of Pitt County is appointed to the State Judicial Council for a term expiring on December 31, 2021.

SECTION 1.46.  Effective July 1, 2018, the Honorable Calvin H. Stiles of Cherokee County is appointed to the State Water Infrastructure Authority for a term expiring on July 1, 2020.

SECTION 1.47.  Effective July 1, 2018, Harold Allen Langley of Cleveland County is appointed to the Structural Pest Control Committee for a term expiring on June 30, 2022.

SECTION 1.48.  Effective July 1, 2018, John T. Bass of Nash County is appointed to the North Carolina Substance Abuse Professional Practice Board for a term expiring on June 30, 2022.

SECTION 1.49.  Effective January 14, 2019, the Honorable Charles Travis, III, of Mecklenburg County is appointed to the North Carolina Turnpike Authority for a term expiring on January 14, 2023.

SECTION 1.50.  Effective July 1, 2018, Douglas C. McVey of Madison County is appointed to the Well Contractors Certification Commission for a term expiring on June 30, 2021.

SECTION 1.51.  Allison P. Harrington of Robeson County is appointed to the University of North Carolina at Pembroke Board of Trustees for a term expiring on June 30, 2021, to fill the unexpired term of B. F. "Jack" Lowery.

SECTION 1.52.  Dennis C. Bailey of Cleveland County is appointed to the Cleveland Community College Board of Trustees for a term expiring on June 30, 2019, to fill the unexpired term of Alan Norman.

 

PART II. PRESIDENT PRO TEMPORE'S RECOMMENDATIONS

SECTION 2.1.  Effective January 1, 2019, Heather S. Campbell of Wake County, Jeffrey A. Shipp of Sampson County, Jude O'Sullivan of Wilkes County, and Gregory W. Foster of Alexander County are appointed to the 911 Board for terms expiring on December 31, 2022.

SECTION 2.2.  Effective July 1, 2018, Shandy K. Cline of Caldwell County is appointed to the Acupuncture Licensing Board for a term expiring on June 30, 2021.

SECTION 2.3.  Effective October 1, 2018, Mark K. Robinson of Guilford County is appointed to the African‑American Heritage Commission for a term expiring on September 30, 2021.

SECTION 2.4.  Effective July 1, 2018, Jessica Proctor of Wake County is appointed to the North Carolina Agricultural Finance Authority for a term expiring on July 1, 2021.

SECTION 2.5.  Effective July 1, 2018, H. Clay Taylor III of Wake County is appointed to the North Carolina Appraisal Board for a term expiring on June 30, 2021.

SECTION 2.6.(a)  Lee Edward Thomason III of Buncombe County is appointed to the North Carolina Arboretum Board of Directors for a term expiring on June 30, 2020.

SECTION 2.6.(b)  Effective July 1, 2018, Thomas Southard of Buncombe County is appointed to the North Carolina Arboretum Board of Directors for a term expiring on June 30, 2022.

SECTION 2.7.  Effective August 1, 2018, Daniel A. Duffy of New Hanover County and Kevin D. Allran of Mecklenburg County are appointed to the North Carolina Board of Athletic Trainer Examiners for terms expiring on July 31, 2021.

SECTION 2.8.  David M. Wickstrom of Wake County is appointed to the North Carolina Brain Injury Advisory Council for a term expiring on September 30, 2019, to fill the unexpired term of Dr. Ana Messler.

SECTION 2.9.  Effective July 1, 2018, Sam Isham of Robeson County is appointed to the North Carolina State Building Commission for a term expiring on June 30, 2021.

SECTION 2.10.  Effective July 1, 2018, Dr. Elizabeth Gilleland of Wake County and Rev. Charles F. McDowell III of Scotland County are appointed to the North Carolina Child Care Commission for terms expiring on June 30, 2020.

SECTION 2.11.(a)  Jason A. Walser of Rowan County is appointed to the North Carolina Clean Water Management Trust Fund Board of Trustees for a term expiring on July 1, 2020, to fill the unexpired term of Robin S. Hackney.

SECTION 2.11.(b)  Effective July 1, 2018, Judith F. Kennedy of Union County is appointed to the North Carolina Clean Water Management Trust Fund Board of Trustees for a term expiring on July 1, 2021.

SECTION 2.12.  Effective July 1, 2018, Craig A. Bromby of Wake County is appointed to the North Carolina Coastal Resources Commission for a term expiring on June 30, 2022.

SECTION 2.13.  Effective July 1, 2018, Jeffrey T. Griffin of Cabarrus County and Harlen M. Summey of Randolph County are appointed to the North Carolina Code Officials Qualification Board for terms expiring on June 30, 2022.

SECTION 2.14.  Effective July 1, 2018, Susana A. Camarasa of Mecklenburg County is appointed to the North Carolina Board of Dietetics/Nutrition for a term expiring on June 30, 2021.

SECTION 2.15.  Effective July 1, 2018, John M. Kane, Jr., of Wake County is appointed to the Disciplinary Hearing Commission of the North Carolina State Bar for a term expiring on June 30, 2021.

SECTION 2.16.  Effective September 1, 2018, David V. Byrd of Wilkes County, Angela Harris of Franklin County, Maureen Krueger of Moore County, and Gregory C. Light of Rockingham County are appointed to the Domestic Violence Commission for terms expiring on August 31, 2020.

SECTION 2.17.  Effective July 1, 2018, Satish Garimella of Wake County is appointed to the North Carolina Education and Workforce Innovation Commission for a term expiring on June 30, 2021.

SECTION 2.18.  Effective July 1, 2018, David W. Jessen of Wake County is appointed to the Ferry Transportation Authority Board of Trustees for a term expiring on June 30, 2021.

SECTION 2.19.  Effective July 1, 2018, D. Arthur Hall of Alamance County is appointed to the North Carolina Home Inspector Licensure Board for a term expiring on July 1, 2022.

SECTION 2.20.(a)  Douglas Boyette II of Wake County is appointed to the North Carolina Human Resources Commission for a term expiring on June 30, 2021, to fill the unexpired term of Senator Dan Barrett.

SECTION 2.20.(b)  Effective January 1, 2019, Ross Beamon of Wake County is appointed to the North Carolina Human Resources Commission for a term expiring on December 31, 2022.

SECTION 2.21.  Effective January 1, 2019, Dr. Sara Stoneburner of Guilford County is appointed to the North Carolina Institute of Medicine Board of Directors for a term expiring on December 31, 2022.

SECTION 2.22.  Effective July 1, 2018, Laura J. Carter of Wake County and Jeff Trader of Johnston County are appointed to the North Carolina Interpreter and Transliterator Licensing Board for terms expiring on June 30, 2021.

SECTION 2.23.  Effective October 1, 2018, W. Charles Nieman of Dare County is appointed to the North Carolina Irrigation Contractors' Licensing Board for a term expiring on September 30, 2021.

SECTION 2.24.  Effective January 1, 2019, Joseph V. Burns of Forsyth County is appointed to the State Judicial Council for a term expiring on December 31, 2022.

SECTION 2.25.  The Honorable Joyce Krawiec of Forsyth County is appointed to the Justus‑Warren Heart Disease and Stroke Prevention Task Force for a term expiring on June 30, 2019, to fill the unexpired term of the Honorable Chad Barefoot.

SECTION 2.26.  Effective July 1, 2018, Timothy J. Boone of Henderson County is appointed to the North Carolina Landscape Contractors' Licensing Board for a term expiring on July 31, 2021.

SECTION 2.27.  Effective January 1, 2019, Jim Storie of Watauga County is appointed to the North Carolina Locksmith Licensing Board for a term expiring on December 31, 2021.

SECTION 2.28.  Effective September 1, 2018, Jason B. Roth of Wake County is appointed to the North Carolina Lottery Commission for a term expiring on August 31, 2023.

SECTION 2.29.  Effective October 1, 2018, James P. Upton III of Randolph County is appointed to the North Carolina Manufactured Housing Board for a term expiring on September 30, 2021.

SECTION 2.30.  Effective November 1, 2018, Shawn P. Parker of Wake County is appointed to the North Carolina Medical Board for a term expiring on October 31, 2021.

SECTION 2.31.  Effective July 1, 2018, Kelli W. Howe of Gaston County is appointed to the Commission for Mental Health, Developmental Disabilities, and Substance Abuse Services for a term expiring on June 30, 2021.

SECTION 2.32.  Effective January 1, 2019, Nelson Freeman of Wake County is appointed to the North Carolina Mining Commission for a term expiring on December 31, 2022.

SECTION 2.33.  Effective January 1, 2019, James K. Womack of Lee County is appointed to the North Carolina Oil and Gas Commission for a term expiring on December 31, 2022.

SECTION 2.34.  Effective July 1, 2018, Glenn A. Hines of Currituck County is appointed to the North Carolina On‑Site Wastewater Contractors and Inspectors Certification Board for a term expiring on July 1, 2021.

SECTION 2.35.  Effective October 1, 2018, Charles Arthur Dick of Guilford County and Charles McDowell of Davidson County are appointed to the Outdoor Heritage Advisory Council for terms expiring on September 30, 2022.

SECTION 2.36.  Effective July 1, 2018, Lisa A. Wolff of Alamance County is appointed to the North Carolina Parks and Recreation Authority for a term expiring on June 30, 2021.

SECTION 2.37.  Ronald Patrick Waters of Alamance County is appointed to the North Carolina Partnership for Children, Inc., Board of Directors for a term expiring on December 31, 2019, to fill the unexpired term of Marie Inscore.

SECTION 2.38.  Effective July 1, 2018, Kristin C. O'Connor of Wake County is appointed to the Permanency Innovation Initiative Oversight Committee for a term expiring on June 30, 2021.

SECTION 2.39.  William D. MacRae of Wake County and Eric M. Weaver of Randolph County are appointed to the North Carolina Private Protective Services Board for terms expiring on June 30, 2020.

SECTION 2.40.  Effective July 1, 2018, J. Jerome Cook of Forsyth County is appointed to the North Carolina State Ports Authority for a term expiring on June 30, 2020.

SECTION 2.41.  Effective July 1, 2018, Stacy E. Buff of McDowell County is appointed to the North Carolina Private Protective Services Board for a term expiring on June 30, 2021.

SECTION 2.42.  Effective November 1, 2018, Dr. Daniel P. Mulcrone of Wake County is appointed to the North Carolina Respiratory Care Board for a term expiring on October 31, 2021.

SECTION 2.43.  Constance H. Rose of Dare County is appointed to the Board of Directors of the Roanoke Island Historical Association, Inc., for a term expiring on September 30, 2020, to fill the unexpired term of Edward J. Danko.

SECTION 2.44.  Effective July 1, 2018, Margaret Currin of Wake County, Jeffrey T. Hyde of Guilford County, and Brian P. LiVecchi of Wake County are appointed to the Rules Review Commission for terms expiring on June 30, 2020.

SECTION 2.45.  Effective July 1, 2018, Dean Hilton of Bladen County is appointed to the Rural Infrastructure Authority for a term expiring on June 30, 2021.

SECTION 2.46.  Effective July 1, 2018, Margaret Way of Rockingham County is appointed to the Board of Trustees of the State Health Plan for Teachers and State Employees for a term expiring on June 30, 2020.

SECTION 2.47.  Effective July 1, 2018, Simon D. Shaw of Forsyth County is appointed to the Structural Pest Control Committee for a term expiring on June 30, 2022.

SECTION 2.48.  Effective July 1, 2018, Dr. Alfonso J. Mooney of Wake County is appointed to the North Carolina Substance Abuse Professional Practice Board for a term expiring on June 30, 2022.

SECTION 2.49.  Effective January 15, 2019, James S. Walker of Mecklenburg County is appointed to the North Carolina Turnpike Authority Board for a term expiring on January 14, 2023.

SECTION 2.50.  Effective July 1, 2018, Charles E. Vines of Mitchell County and Leila R. Goodwin of Carteret County are appointed to the State Water Infrastructure Authority for terms expiring on July 1, 2020.

SECTION 2.51.  Effective July 1, 2018, Laura K. Honeycutt of Guilford County is appointed to the Well Contractors Certification Commission for a term expiring on June 30, 2021.

SECTION 2.52.  Robert Barr of Forsyth County is appointed to the Winston‑Salem State University Board of Trustees for a term expiring on June 30, 2021, to fill the unexpired term of Kenneth Raymond.

SECTION 2.53.  Effective July 1, 2018, Joseph Wayne King of Cleveland County is appointed to the Cleveland Community College Board of Trustees for a term expiring on June 30, 2022.

 

PART III. EFFECTIVE DATE

SECTION 3.  Unless otherwise provided, this act is effective when it becomes law.
