A BILL TO BE ENTITLED

AN ACT TO REQUIRE LOCAL BOARDS OF EDUCATION TO REPORT MOVIES SHOWN in schools DURING INSTRUCTIONAL TIME.

The General Assembly of North Carolina enacts:

SECTION 1.(a)  Each local board of education and each charter school shall report in writing to the Superintendent of Public Instruction by September 1, 2018, on each movie shown during instructional time at each school in the local school administrative unit or at each charter school during the 2017‑2018 school year in the months of November, December, January, April, May, and June. The report shall include the following information:

(1)        The name of the movie and the date or dates it was shown.

(2)        The amount of instructional time spent viewing the movie.

(3)        The instructional purpose for viewing the movie.

(4)        For each month, the number and percentage of classrooms in the local school administrative unit or charter school viewing a movie.

(5)        For each month, the number and percentage of instructional hours spent viewing movies.

SECTION 1.(b)  The Superintendent of Public Instruction shall compile the information listed in subsection (a) of this section and submit a State‑level summary to the Joint Legislative Education Oversight Committee by November 15, 2018. The State‑level summary shall include the cumulative statewide numbers and percentages for subdivision (4) and subdivision (5) of subsection (a) of this section.

SECTION 2.  There is appropriated from the General Fund to the Department of Public Instruction the sum of one hundred thousand dollars ($100,000) in nonrecurring funds for the 2018‑2019 fiscal year to provide for collection and summarization of data in accordance with this act.

SECTION 3.  This act becomes effective July 31, 2018.
