A BILL TO BE ENTITLED

AN ACT directing the department of transportation to fully implement the life cycle cost analysis as part of the selection criteria for pavement projects and to design and implement low‑volume road specifications for all local roads.

The General Assembly of North Carolina enacts:

SECTION 1.  Requirements. – The Department of Transportation shall do all of the following:

(1)        By July 1, 2015, and in accordance with the life cycle cost analysis (LCCA) approved by the Board of Transportation on August 7, 2014, the Department of Transportation shall fully implement the LCCA as part of the selection criteria for all pavement projects greater than one mile in length for which initial traffic is greater than 10,000 vehicles per day.

(2)        By January 1, 2016, the Department of Transportation shall design and implement low‑volume concrete road design procedure and construction specifications for all local roads, including subdivision roads with (i) annual average daily truck traffic of 200 trucks or less, (ii) total annual average daily traffic of 5,000 vehicles or less, or (iii) both average daily truck traffic of 200 trucks or less and total annual average daily traffic of 5,000 vehicles or less.

SECTION 2.  Report. – The Department of Transportation shall report on the implementation of Section 1 of this act to the Joint Legislative Transportation Oversight Committee no later than February 1, 2016.

SECTION 3.  Effective Date. – This act is effective when it becomes law.
