A BILL TO BE ENTITLED

AN ACT to study whether municipal elections should be held in even‑numbered years.

The General Assembly of North Carolina enacts:

SECTION 1.  The Joint Legislative Elections Oversight Committee shall study whether municipal elections should be held in even‑numbered years. The Committee may look into all of the following:

(1)        Municipal election turnout data.

(2)        The costs of conducting municipal elections, and other elections held to coincide with those elections.

(3)        The preferences of local municipal elected officials.

(4)        Any other information the Committee deems relevant.

SECTION 2.  The Joint Legislative Elections Oversight Committee shall report to the 2016 Regular Session of the 2015 General Assembly.

SECTION 3.  This act is effective when it becomes law.
