Short Title:      Retirement/House Principal Clerk.

A BILL TO BE ENTITLED

AN ACT regarding the Eligibility for retirement of the principal clerk of the house of representatives.

The General Assembly of North Carolina enacts:

SECTION 1.  Notwithstanding Chapter 135 of the General Statutes, or any other provision to the contrary, a person serving as the Principal Clerk of the House of Representatives is not eligible to retire until she has completed the following duties:

(1)        Worked diligently in the Principal Clerk's office since 1977, calendaring bills and providing administrative support.

(2)        Been elected as Principal Clerk in 1993, and reelected to that position each biennium, thereby competently administering the duties of the House and documenting all of the actions taken on bills by recording those actions in the House Journal.

(3)        Presided ably over the House chamber until the election of leadership.

(4)        Been elected by her peers to various offices of the American Society of Legislative Clerks and Secretaries, including president, secretary‑treasurer, and a member of the executive committee.

(5)        Hosted several professional development seminars for the American Society of Legislative Clerks and Secretaries.

(6)        Served in a leadership capacity for various committees of the American Society of Legislative Clerks and Secretaries, including chair of the Budget and Revenue Special Committee, Canadian‑American Relations Committee, International Communication and Development Committee, Site Selection Committee, Program Development Committee, Membership and Communications Committee, and Legislator Administrator Committee.

(7)        Served as a member of the Mason's Manual Commission, including as vice‑chair of the Commission.

(8)        Served on the National Conference of State Legislature's Legislative Staff Coordinating Committee, including as president.

(9)        Served as the House Principal Clerk for at least 50 years.

SECTION 2.  This act is effective when it becomes law and expires upon completion of the duties set out in Section 1 of this act.
