RATIFIED BILL

 

 

AN ACT to allow the city of CLINTON to use the design-build method of construction.

 

The General Assembly of North Carolina enacts:

 

SECTION 1.  Notwithstanding G.S. 143-128, 143-129, 143-131, 143-132, 143-64.31, and 143-64.32, the City of Clinton may use the design-build method of construction for the construction or renovation of buildings, facilities, and infrastructure owned by the City. The City shall solicit at least two design-build teams to bid the project and shall receive at least two sealed proposals from those teams for the project. The City shall interview at least two of the design-build teams that submit proposals. The City shall award the contract to the best qualified team, taking into consideration in its selection the time of completion of the project, compliance with the provisions of G.S. 143-128.2, and the cost of the project.

SECTION 2.  The City may use the authority under Section 1 of this act for up to two projects, the award of which must occur on or before June 30, 2015.

SECTION 3.  This act is effective when it becomes law.
