Short Title:        Upgrade Security Services-Government Complex.

A BILL TO BE ENTITLED

AN ACT to require upgraded security and emergency medical services at the State Legislature, State Government Complex, the Executive mansion, and the lieutenant governor's mansion and to provide funding for the upgraded security services.

The General Assembly of North Carolina enacts:

SECTION 1.  To upgrade the security services at the State Legislature and the State Government Complex, each agency exercising control over the State Legislature and the State Government Complex shall purchase and deploy active and passive security measures, as needed, that are designed to detect weapons and other metal objects, X-ray technology for the detection of  hidden weapons in cases and bags, camera monitoring systems for visitor and building security, and controlled traffic access to sensitive areas to prevent attacks by the use of vehicles.

SECTION 2.  To upgrade the emergency medical services at the State Legislature and the State Government Complex, each agency exercising control over the State Legislature and the State Government Complex shall ensure that at least one emergency medical technician is on staff, or on call, at each location at all times, that all employees are offered training in first aid and cardiopulmonary resuscitation, and that sufficient numbers of automated external defibrillators are deployed at accessible sites in each location.

SECTION 3.  For the State Legislature, there is appropriated from the General Fund to the Legislative Services Commission the sum of one million dollars ($1,000,000) to comply with this act. For the State Government Complex, there is appropriated from the General Fund to the Department of Administration the sum of five million dollars ($5,000,000) to comply with this act. Of the funds appropriated to the Department of Administration by this act, the Department shall spend up to one million dollars ($1,000,000) to build a covered walkway connecting the Legislative Building with the Legislative Office Building.

SECTION 4.  This act becomes effective July 1, 2011.
