A BILL TO BE ENTITLED

AN ACT to authorize the legislative research commission to study designating the Director of the Administrative Office of the courts as a custodian of court records and making court records public records and available to third parties upon request and payment of reproduction costs.

The General Assembly of North Carolina enacts:

SECTION 1.  The Legislative Research Commission may study the issue of making the Director of the Administrative Office of the Courts a custodian of court records for public records purposes and making court records public records and available to third parties upon request and payment of the reproduction costs.  As a part of its study, the Commission shall review the issues raised by the first edition of House Bill 859, 2011 Regular Session.

SECTION 2.  The Legislative Research Commission may make an interim report to the 2011 General Assembly, including any proposed legislation, when it reconvenes in 2012 and shall make its final report, including any proposed legislation, to the 2013 General Assembly.

SECTION 3.  This act is effective when it becomes law.
