A BILL TO BE ENTITLED

AN ACT to require the public schools to provide a personal education plan for every student.

The General Assembly of North Carolina enacts:

SECTION 1.  Chapter 115C of the General Statutes is amended by adding a new section to read:

"§ 115C-105.42.  Personal learning plans for certain students.

(a)        A personal learning plan is a document that provides an ongoing record of a student's learning progress. It belongs to the student and will stay with the student throughout the student's time at a public school in North Carolina. Each student who does not have an individualized education program as defined in G.S. 115C-106.3 or a personal education plan in accordance with G.S. 115C-105.41 shall have a personal learning plan.

(b)        The purposes of a personal learning plan are to:

(1)        Set realistic targets for the student and identify the person who can help the student achieve it.

(2)        Develop a strategy for dealing with targets that are not achieved or are only partially achieved.

(3)        Record the student's achievement beyond a purely subject-based focus.

(4)        Ensure a dialog between teachers and students regarding progress.

(5)        Facilitate communication between the student's parents and teachers.

(c)        A personal learning plan shall include the following features:

(1)        An assessment of every student soon after entry into education, forming the starting point of the plan.

(2)        An agreed strategy, including targets for attainment and achievement.

(3)        The involvement of the student, who will take more responsibility for the plan as he or she moves through the school.

(4)        The student's evaluation of the curriculum and community learning opportunities.

(5)        A focus on promoting learning in the school, home, and community.

(6)        A focus on personal, social, and health education.

(7)        A focus on learning about the world of work.

(8)        The promotion of study skills and independent learning.

(9)        An outline of the main responsibilities of the school, the parents, and the pupil.

(10)      Use of information and communication technology.

SECTION 2.  This act is effective when it becomes law and applies beginning with the 2011-2012 school year.
