A BILL TO BE ENTITLED

AN ACT to provide that the Program Evaluation Division of the North Carolina General Assembly shall conduct a comprehensive program and financial review of the North Carolina Global TransPark Authority.

The General Assembly of North Carolina enacts:

SECTION 1. The Program Evaluation Division of the General Assembly shall conduct a comprehensive program and financial review of the North Carolina Global TransPark Authority. The program review shall examine the Authority's operations and evaluate the effectiveness of the Authority in meeting its mission and goals. The financial review shall study the cost-effectiveness of all State funds appropriated to the Authority to date, examine potential efficiency savings, study the long-term operating needs of the Authority, examine the Authority's current business practices, and make recommendations for it to become financially self-sustaining and to fully repay the Escheat Fund. The Division shall prepare a report of the findings and recommendations of the study and submit it to the Joint Legislative Program Evaluation Oversight Committee no later than June 1, 2011.

SECTION 2.  This act is effective when it becomes law.
