A BILL TO BE ENTITLED

AN ACT to study whether to AUTHORIZE counties to enter into public-private partnerships and to provide communications services through public-private partnerships.

The General Assembly of North Carolina enacts:

SECTION 1.  The Legislative Research Commission shall study whether to allow counties to have general authority to enter into public-private partnerships and whether to allow counties to provide through a public-private partnership a wired or wireless network for the provision of communications services. The Commission shall report its recommendations to the 2011 Regular Session of the General Assembly prior to its reconvening in 2012.

SECTION 2.  This act is effective when it becomes law.
