A BILL TO BE ENTITLED

AN ACT to authorize the legislative research commission to study how best to implement the recommendations of the joint legislative program evaluation oversight committee with regard to agency oversight of state grants to nonprofit organizations.

The General Assembly of North Carolina enacts:

SECTION 1.  The Legislative Research Commission may study the issue of how best to implement the recommendations of the Joint Legislative Program Evaluation Oversight Committee with regard to improving accountability and oversight of the six hundred ninety-four million dollars ($694,000,000) in State grants to nonprofit organizations. In conducting the study, the Commission shall consider the costs to State agencies of providing increased oversight, monitoring and evaluation of grantees and sub-grantees and whether those costs should be recovered by withholding a portion of the grant. The Commission shall also consider the impact of the recommendations on the nonprofit organizations.

SECTION 2.  The Legislative Research Commission shall make its report including any proposed legislation to the 2011 Regular Session of the 2011 General Assembly.

SECTION 3.  This act is effective when it becomes law.
