A BILL TO BE ENTITLED

AN ACT directing the office of state personnel to develop an employee benefits statement that reflects the current value of employee benefits provided to state employees.

The General Assembly of North Carolina enacts:

SECTION 1.  The Office of State Personnel shall conduct a study on development of an employee benefits statement that reflects the current value of employee benefits provided to active State employees. For the purposes of this act, the term "benefits statement" means a document showing an employee's total compensation, including all cash income and the value of all employee benefits.

SECTION 2.  The personalized benefits statement developed for individual State employees must include a determination of at least the value of:

(1)        Employee and dependent coverage under the State Health Plan for Teachers and State Employees.

(2)        Employee, survivors, and dependent coverage under the Teachers' and State Employees' Retirement System.

SECTION 3.  The Office of State Personnel shall submit to the General Assembly and to the Fiscal Research Division by December 31, 2009, a detailed written report on the development of the employee benefits statement, including a recommended implementation schedule and an estimate of the costs of any information technologies or modifications necessary to generate the statements.

SECTION 4.  This act is effective when it becomes law.
