What's New with the Program Evaluation Division

NCSL AWARDS

The Legislative Research Librarians (LRL) section of the National Conference of State Legislators (NCSL) has presented a 2013 Notable Documents award to PED for the 2013 report, Options for Creating a Separate Department of Medicaid Require Transition Planning (in the category of Performance Evaluation). NCSL commends the publication as innovative in providing substantive information on contemporary issues of interest to legislatures.

NLPES AWARDS

The National Legislative Program Evaluation Society (NLPES) has announced North Carolina's Program Evaluation Division as the recipient of one of its 2013 Impact Awards. PED was recognized for its 2011 report, Stautory Changes Will Promote County Flexibility in Social Services Administration.

Impact Awards are awarded to offices that released a report in 2011 or 2012 which had documented policy impacts.

WELCOME ACLS FELLOW

The Program Evaluation Division welcomes 2013 ACLS Public Fellow Margaret H. Kunde.

We are pleased to partner with the American Council of Learned Societies in this innovative fellowship initiative, which offers recent humanities PhDs the opportunity to gain valuable, career-launching experience in areas such as arts management, communications, public administration, and digital media. This year's 20 ACLS Public Fellows will take up two-year assignments at a diverse set of organizations in the government and non-profit sectors.

RECENT LEGISLATION RESULTING FROM PED REPORTS AND RECOMMENDATIONS

Session Law 2013-360, Section 7.16(d)

The State CIO (Chief Information Officer) shall also study the feasibility of implementing a tracking system for State vehicles, based on recommendations from the Program Evaluation Division, and report the results of the study to the Joint Legislative Oversight Committee on Information Technology, the Joint Legislative Program Evaluation Oversight Committee, and the Fiscal Research Division by November 15, 2013.

Session Law 2013-186

An act to terminate leases at the Indian Cultural Center site and then sell or allocate certain portions of the property

Session Law 2013-235

An act (1) to prohibit local school administrative units from assessing indirect costs to a child nutrition program unless the program is financially solvent and (2) to promote optimal pricing for child nutrition program foods and supplies

Session Law 2013-234

An act to establish the Contract Management Section of the Division of Purchase and Contract, Department of Administration, to amend the laws requiring negotiation and review of certain state contracts, to provide oversight and reporting of certain contract awards, and to provide for contract management and administration
