HOUSE BILL 409

 

 

AN ACT TO AMEND CHAPTER 163 OF THE GENERAL STATUTES OF NORTH CAROLINA SO AS TO REQUIRE THAT ABSENTEE BALLOTS BE CERTIFIED BY A MEMBER OF THE COUNTY BOARD OF ELECTIONS AS BEING ISSUED TO A REGISTERED VOTER OF SUCH COUNTY.

 

The General Assembly of North Carolina do enact:

 

Section 1.  G.S. 163-229 (b) 1. is amended by deleting the entire subsection and inserting in lieu thereof the following:

"1.        On one side shall be printed an identified space in which shall be inserted the application number of the voter and the following statement which shall be certified by one member of the county board of elections:

Certification of Election Official

The undersigned election official does by his hand and seal certify that ______________ is a registered and qualified voter of _________________ County Precinct # _________ and has made proper application to vote under the Absentee Ballot Law of North Carolina.

Sec. 2.  G.S. 163-234 subparagraph 1. is amended by inserting in line six thereof after the word "seal" and before the comma the following:

"or the certification of a member of the county board of elections is not complete or is not in compliance with the provisions of G.S. 163-229(b) 1."

Sec. 3.  All laws and clauses of laws in conflict with this Act are hereby repealed.

Sec. 4.  This Act shall be in full force and effect from and after its ratification.
