AN ACT TO APPROPRIATE FUNDS TO THE STATE BOARD OF EDUCATION FOR SCHOLARSHIPS FOR TRAINING TEACHERS OF MENTALLY RETARDED CHILDREN.

 

The General Assembly of North Carolina do enact:

 

Section 1.  There is hereby appropriated to the State Board of Education out of the General Fund of the State the sum of one hundred thousand dollars ($100,000.00) for the biennium commencing July 1, 1967, and ending June 30, 1969, to be added to the current fund for scholarship aid to students who wish to train for placement as teachers of mentally retarded children.

Sec. 2.  Students may apply and shall be eligible for such scholarships who are residents of North Carolina enrolled for the school year in which such aid is requested in an accredited college or university in North Carolina as an undergraduate or graduate student. Such scholarships shall be given to freshmen and sophomores as well as juniors, seniors and graduate students. The State Board of Education shall promulgate such additional rules and regulations as may from time to time be necessary in administering the fund, including a provision that the student receiving such scholarship shall agree to remain in North Carolina and to teach in the education system of this State for a period equal to the period for which aid under this Act shall have been granted. The amount of scholarship aid to be repaid under the provisions of this Act may be reduced, in accordance with regulations of the State Board of Education, by the same amount per year of service as was granted per year in scholarship aid.

Sec. 3.  All laws and clauses of laws in conflict with this Act are hereby repealed.

Sec. 4.  This Act shall be in full force and effect from and after July 1, 1967.
